- Citizens under 30 are eligible for graduate and residency programs.
- Citizens under the age of 40 may apply for PhD programs.
The applicants need to:
- be formally nominated to the Embassies or Ministry of Foreign Affairs of the Republic of Azerbaijan by the relevant state entities of their country (Ministries, Embassies, etc.).

Date, Procedure, and Location of the Interviews for the Azerbaijan Government Scholarship for Undergraduate
- There will be two stages to the selecting process:
- examination of the relevant records
Skype or online interviews - By July 2021, the candidates will be informed of the outcomes.
Note: Universities will contact the applicants who made the short list to discuss institutional admission procedures.
Application-Required Documents
Candidates must be prepared to submit the following paperwork in order to apply for Azerbaijan government scholarship:
- Filled-out application
- Certificates or transcripts from previous high school or college coursework
- A passport photocopy
- A report on general health (containing testing for Hepatitis B and C and HIV/AIDS)
- Resume or a CV
- Objective Letter
- Proof of English Language Competence (for programmes in foreign languages: for undergraduate programmes IELTS 5, TOEFL 40, for other programmes IELTS 5.5, TOEFL 50)
