1. Technical University of Munich, Germany
At the Technical University of Munich, is a one top amongst all tuition free universities in the world, there are no tuition fees. Students only have to pay € 114.50 in semester expenses, which includes a Student Union Fee and an important Semester pass for the public transportation network.
Scholarships: Many foundations offer awards to students at various levels of study, and they aren’t limited to those with exceptional grades.
2. Heidelberg University, Germany
Second in our list of tuition free universities in the world in the world is Heidelberg University, there are no tuition fees for undergraduate study programmes, master’s programmes, or doctoral programmes. Special education fees may be charged by continuing education masters programmes.
Scholarships: For highly qualified applicants, the German Academic Exchange Service (Deutscher Akademischer Aus-tauschdienst — DAAD) and other organisations offer a number of scholarships.
3. Ludwig-Maximilians-Universität München, Germany

7. University of Oslo, Norway
Next top tuition free universities in the world in here. Students at this University of Oslo do not pay tuition because it is a state college that is funded by the government. The majority of students must pay a NOK 550 semester registration fee (approx. 70 euro). This cost provides you with access to the Foundation for Student Life’s services (SiO).

At the University of Bergen, the sole fee to pay is the semester fee to the Student Welfare Organization (SiB), which is now NOK 590.
Students participating in exchange programmes are exempt from paying the semester fee. This is why graduate education at the University of Bergen is so appealing. One in every three graduating medical doctors is from a country other than Norway.
Scholarships: There are no scholarships available at the University of Bergen for international students interested in studying there.
